Industry Training: Employer factsheet
Eligibility
Your industry needs to be covered by an Industry Training Organisation for you to be eligible to participate in industry training.
There are 41 Industry Training Organisations in New Zealand covering many diverse industries and occupations. However, there are some industries that are not covered by an ITO. These include finance and banking, health, education, law, film and television.

In order for a trainee to be eligible, they need to already be employed in your business and have a formal employment agreement.
Obligations
The great thing about industry training is that most of the training takes place on the job which means your employees remain productive while they are training.
As most training and assessment takes place on the job, you will be involved in the delivery of training. Your ITO will assist you to provide this training—and will do as much of the paperwork and detailed planning as possible.
The cost of industry training is subsidised by the Government through the Industry Training Fund, which means that training costs are keep down for both you and your trainee.
There may be some costs associated with industry training—such as costs for NZQA registration, training materials and the support from the ITO.
Process overview
- Explain your training objectives to your ITO. Your Industry Training Organisation (ITO) will work with you to carry out an assessment of your training needs
- The ITO will work with you and your staff to develop a customised training plan and agreement. It will include information on who gets trained and the timeframes. It will also set out how the training will be carried out, what’s learned on the job, whether there are off the job components and who will do the assessment.
- The ITO works to keep as much of the paperwork and detailed planning away from the employer as possible. You will just focus on delivering the training needed to lift the skills of your staff.
- Learning will be assessed by an approved staff member, an outside assessor, or a tertiary education provider—or a combination of all three
- The ITO will visit your organisation twice a year to check the quality of the training and ensure that there are no problems
